Louis Shoichet has been engaged in the practice of Customs and international trade law for forty years,
including thirty years as a partner of Tompkins & Davidson, LLP and its predecessor firms. He served as a
staff attorney in the Headquarters office of the U.S. Customs Service from 1975-1977 before entering private
practice. Mr. Shoichet has extensive experience in management of Customs and Border Protection audits
and focused assessments, guiding multi-national firms, particularly those from Europe, in the appraisement,
classification and North American distribution issues affecting their merchandise, which includes both
consumer products of all kinds, including apparel, fashion accessories and watches, luggage, handbags and
footwear, as well as automotive and industrial products. He has lectured on Food and Drug Administration
regulations arising from the Bioterrorism Act of 2002, assists importers with their FDA registrations for
overseas facilities and participates in Fish and Wildlife Service licensure hearings, in addition to his work on
behalf of clients in defense of Customs civil and criminal investigations and allegations of intellectual property
rights violations.

Mr. Shoichet is a member of New York County Lawyers Association, for which he codeveloped
a seminar program on cross border compliance in international trade, the New York State Bar
Association and the Customs and International Trade Bar Association (member, continuing Legal Education
and Professional Responsibility Committee 1988-1990). Mr. Shoichet is admitted to practice before the Court
of International Trade and the Court of Appeals for the Federal Circuit.

North American Free Trade Agreement (NAFTA) as well as matters arising under other trade
preference programs, e.g., the Dominican Republic-Central America Free Trade program (DRCAFTA),
the United States-Israel Free Trade Act (including Qualified Industrial Zone issues for
Jordan and Egypt), the Caribbean Basin Initiative programs, and the Korea, Australia and
Singapore FTA’s. The firm assists clients in preparing for and defending NAFTA compliance
audits conducted by the governments of the United States, Canada and Mexico.
The firm assists importers and other eligible entities in applying for participation in the Customs-
Trade Partnership Against Terrorism (C-TPAT), as well as the validation process, annual report
